Established in 2014 as a small engineering consulting firm that provides extensive experience in large project planning and design. GEP was developed by a team of professionals with big corporation experience. Clients have ranged from small local family clients to Federal design for the National Parks Service and Military Bases.

Leo Giangrande, PE
Mr. Giangrande started the GEP team in June 2012. He is responsible for the Client Service Management of numerous municipalities in Florida and has served as Project Manager for numerous projects throughout the eastern Florida.
Professional experience includes projects ranging from parks design, canal stabilization, trails and greenways, transportation planning, traffic engineering studies, roadway design, surface water management design, and expertise in the diverse range of approvals and civil design requirements for land development and infrastructure design.
Leo oversees the pursuit of projects and contracts for the firm, including the assembly of a qualified team, preparation of the RFQ/RFP package for submission, contract and budget preparation, contract negotiation, and contract execution. Leo has also provided services to the community in the areas of engineering design, construction services, multi-discipline park design, environmental permitting, regulatory coordination, and the design of project infrastructure required for all types of land development—both private and municipal.
Benjamin Fecko, PE
Mr. Fecko joined the GEP team in 2017 as a Project Manager. He has over 11 years of experience providing engineering services and design for municipal and private clients. Ben graduated with his Bachelor of Science in Civil Engineering and Master of Science in Civil Engineering from the Pennsylvania State University.
Ben is currently registered as a professional engineer in Florida, Missouri, Illinois, Nebraska, and Kentucky. He has managed various types of projects including feasibility studies, conceptual designs, engineering reports, detailed designs, cost estimating, permitting, and bidding services.
His specific professional experience includes: hydrologic and hydraulic modeling; design of storm sewer and stormwater facilities; bank stabilization and erosion control; SWPPP development; civil site design; water and sewer utility design; roadway design; traffic studies; public meetings; ordinance review and updates; and municipal development review. In particular, much of Ben’s experience consists of preparing plans, calculations, and reports to support the extensive permitting efforts that are typical in Florida.
Jarrod Stern, PE, CFM
Jarrod joined the GEP team in 2015 as a registered professional engineer in Colorado, Florida, and North Carolina, in addition to being a Certified Floodplain Manager (CFM). He graduated with his Bachelor of Science in Civil Engineering in 2010 and his Masters of Science in Civil Engineering in 2011 from the University of Florida.
He has extensive experience in water resources and general civil engineering, with specific experience as an engineer for several drainage districts in their operation and maintenance of canal systems. Additional experience includes hydrologic and hydraulic modeling; water quality analysis and BMP design; design of storm sewer and stormwater facilities; bank stabilization and erosion control; civil site design; water and sewer utility design; roadway design; traffic studies; park and trail design throughout Florida and North Carolina. He has also performed multiple floodplain studies and master plans of various size and complexity throughout much of the United States, including the development of guidance to address sea level rise along the Atlantic and Gulf coasts.
